I am sending you M. Bagayev’s letter. Have a check carried out of the facts given in his letter, and an
investigation of the reasons for the establishment of rates out
of all proportion to the crop, meting out punishment to
those guilty of abusing power in the collection of the tax
in kind and the harassment of the peasants, and also show
the picture of tax collection in other volosts of
Novonikolayevsk Gubernia.

The most vigorous steps have to be taken for the full provision of seeds to the areas which have suffered from
the wrongful collection of the tax in kind.

In reply to this letter, which was sent to Novonikolayevsk (now

Novosibirsk) on March 6, 1922, S. Y. Chutskayev, Chairman of the Siberian Revolutionary Committee, on March 13, reported to Lenin by direct wire that an inquiry had been appointed into the abuses during the tax in kind collections in Novonikolayevsk

Gubernia, and that its results would be reported later.

Chutskayev subsequently informed the C.P.C. that the facts staled in M. A. Bagayev’s letter were true and that a number of food agents had been committed for trial.
