TO COMRADES WORKING AT HYDROLPEAT
°
March 2, 1922
Thanks to my assistance, you have now received what is necessary for your work. Despite all our poverty and destitution, large sums have been allocated to you in addition to the amounts previously issued.

Take the strictest care: 1) not to do anything in vain; 2) not to overreach beyond what the allocated funds allow; 3) to ensure that the experiments you conduct achieve the maximum degree of proof and provide definitive answers regarding the practical and economic suitability of the new method of peat extraction; 4) to pay particular attention to ensuring that accounting is maintained for the expenditure of the funds allocated to you.

Accounting must be set up in such a way that it is possible to judge the cost of the peat extracted.

Chairman of the Council of People's Commissars
