…Our laws contain contradictions that are a direct consequence of the ruptures in our New Economic Policy (for example, with regard to large-scale and private industry, transportation, raw-material procurement, and cooperation—here one can identify a series of “stages”). I believe these contradictions stem from the fact that decrees are still being drafted with lightning speed; now, however, we have at least begun to settle down and legislate with due deliberation.
With the appointment of Yakhontov, codification will be intensified. I fully share the view on the necessity of establishing state guarantees for thorough revision and oversight.
I would consider it highly beneficial if the Central Committee were to issue directives in this regard to the People’s Commissariat for Internal Affairs…
