competent comrades capable of making decisions on behalf of the People’s Commissars, with the participation of a representative from Hydrotorf, as well as, of course, Gut and Glavtorf.

The objective of the meeting is not merely to implement the letter of the resolution adopted by the SNK on October 30, 1920, but to strive to satisfy Hydrotorf to the greatest extent possible—though if complete satisfaction at 100% is not feasible, it must nonetheless be ensured that the bulk of his work for 1922 is brought to full completion.

Hydrotorf should be satisfied in part through contributions from Tsutorf and Gut, and in part through extra-budgetary funding.

It is imperative that the work be completed by the evening of March 1 and submitted to the executive session of the STO on the evening of March 1, for subsequent approval by both the STO and the Sovnarkom on March 31.

I request that you instruct the Secretariat to rigorously and personally oversee the speed and accuracy of implementation of this directive.

Conscious revolutionaries ought, in addition to fulfilling their official duties, to reflect upon the economic factors that led the SNK to recognize Hydrotorf as “of exceptionally great state significance.”
