Copy to Comrade Molotov (for members of the Politburo)

February 25, 1922

Having read, besides the telegrams, the editorials in today's newspapers, I arrive at the conclusion that the note regarding the postponement of the Genoa Conference without specification of a deadline should be drawn up in the most brazen and mocking tone, so that those in Genoa feel the sting of a slap. It is evident that a real impression can be made only through sheer audacity. In particular, it is possible to state that among our counter-claims we include the expenses occasioned by the fact that these powers failed to fulfill their original obligation — to convene the conference at the appointed time. We must not miss the opportunity, when we can through a brazen and mocking note help to secure that which all pacifist elements of the bourgeoisie will be strengthened everywhere in the world 306.
