I instruct you to continue collecting our and similar documents with the greatest care. If you find a clever Chekist, you should think together with him about additional ways of counterintelligence. Check the old party ciphers and establish new ones, so that the most important and definitely urgent ones can be communicated to me by telegraph, the rest in carefully sewn and sealed letters via reliable couriers. It is necessary to find out the names and addresses of all those directly or indirectly involved in this affair.

On October 16, 1921 V.I.Lenin in a telegram to the Central Executive Committee of the Kyrgyz Republic, Kirgpromburo, Sibrevkomu, Sibprommburo and the administrations of the mines of Ridder, Ekibastuz and Zyryanovsk informed about the appointment of R.A.Dreyman as manager and technical head of the Ridder mines (see: Lenin V.I. Complete Collected Works, vol. 53, pp. 243-244). Soon the manager of the SNK and STO RSFSR N.P.Gorbunov gave Dreyman instructions from the Sovnarkom to do everything possible to put the mines in order and put them into operation, to check the assumption of copper ore deposits in the area, to monitor the actions of L.Urkart and his agents in the field. The draft telegram was prepared by N.P.Gorbunov. Supplementing the text, Lenin asked Gorbunov to teach Dreyman "to send letters sewn up. Purely conspiratorial" (V.I.Lenin. Biographical Chronicle. Vol. 11. M., 1980, p. 442).
