MEMORANDUM TO V. M. MOLOTOV FOR THE MEMBERS OF THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b), INCLUDING A DRAFT RESOLUTION ON THE ITALIAN NOTE
To Comrade Molotov, for the Members of the Politburo
In my view, the question concerning Genoa is now clear, following the memoranda submitted by Chicherin, Ioffe, Krasin, and Litvinov.
I propose the following draft resolution:
Plan: All members of the Politburo shall endeavor to reach a written agreement. If this proves impossible, all members shall convene and hold a one‑hour session in private—without a secretary present.
Thereafter, they shall meet with the delegation for one or two hours, after which the meeting will conclude.

I propose that the Politburo instruct Comrade Chicherin to dispatch a more detailed, highly courteous note to Italy—laden with subtle but pointed remarks—stating that we are not the only ones to have violated one of the initial “conditions” for convening the conference on March 8; rather, we propose that: (1) the conference be confirmed for March 8; and should (2) the majority oppose this, we shall lodge a formal protest and instead propose March 15. 179
