* PROPOSAL FOR A DRAFT DIRECTIVE
TO THE SMALL COUNCIL OF PEOPLE'S COMMISSARS.

To indicate in a special additional] resolution:
The main task of the Small CPC should be strict observa-
tion to ensure that the People's Commissariats 1) observe the laws; 2) do not
evade responsibility, shifting a mass of unnecessary additional questions to the decision of the Small CPC, but decide questions
themselves, under their own responsibility or by agreement between two or
more People's Commissariats in the general order; 3) verification of the legality,
expediency and speed of individual orders and actions of the
People's Commissariats; combating bureaucracy and red tape through
such verification and the unwavering reduction of the number of officials.
х) This proposal was written on a draft provision on the Small
Council of People's Commissars, sent out by A. D. Tsiurupa to members of the Large and Small Councils of People's Commissars
February 22, 1922. On February 21, A. D. Tsiurupa wrote his objections to
Lenin's proposals (see p. 65).
