Comrade Litkens

Copy to the Small Sovnarkom

At the end of December last year, I wrote to the People’s Commissariat for Education, requesting that Professor Krug be permitted to allocate space within the Moscow Higher Technical School for the Electrotechnical Faculty and the Electrotechnical Institute—and I urged that this request be given the utmost attention and that every possible effort be made to see it fulfilled*.
On February 9, I received another letter from Professor Krug, in which he stated that the People’s Commissariat for Education had still not extended any assistance to the school. Professor Krug pointed out that, through a process of consolidation and reorganization, it would be entirely feasible to assign part of the former Elizavetinsky Institute to the Electrotechnical Faculty and the Experimental Electrotechnical Institute—thus enabling the Radishchev School, currently housed in that institute, to be relocated to other premises by springtime, once warmer weather arrived.

Should you disagree with Professor Krug’s proposal, I hereby place the responsibility for finding and providing suitable accommodation for the institute squarely on your own personal shoulders—and I set a two‑week deadline for you to accomplish this task.

Please inform me of the outcome by March 3.

Chairman of the Council of People’s Commissars
