Comrade Kursky,  

I am unable to review the draft decree on bills of exchange and civil obligations. I consider it absolutely essential that we have in this law a complete guarantee of our state’s rights not only to full revision and control but also to annulment on serious state grounds.  

I ask you to provide your opinion on this matter (in a few lines, no more than one page) and to send 2-3 excerpts of articles that provide us with these guarantees. From the words of the chief administrator, I conclude that such articles should be included in the draft.
