On January 26, in "Izvestia of the All-Russian Central Executive Committee," an article by Comrade A. Belyakov titled "Yearning Engines and Proletarian Agriculture" was published. I recommend that you pay serious attention to this note. It turns out that in the military department, 770 brand new engines with spare parts, in perfect condition, in foreign packaging, with a total capacity of about 117,000 horsepower, worth more than 14,000,000 pre-war gold rubles, have been lying around for five years. These engines are unsuitable for the needs of the military department and are being transferred to the People's Commissariat of Agriculture, which could successfully use them for the needs of agriculture. Four months have passed since the People's Commissariat of Agriculture learned about this, and so far, nothing but paper correspondence has been done. This is unheard-of mismanagement and helplessness. I propose: 1) to provide me with a written explanation from the People's Commissariat of Agriculture; 2) to find those responsible for the delay and bureaucracy, and to create a high-profile trial around this matter; 3) to immediately and decisively move this matter forward and, in a month, report to me on what has actually been done (when the engines were accepted, how they were used, to whom they were transferred, when and where they will start operating, etc.).
