ON THE ORGANIZATION OF THE KEROSENE TRADE

If it is proven that the procurement offices of the People's Commissariat of Food, without new expenditures from the treasury, are capable of taking and selling kerosene, the matter must be given (without prejudging the general question) to the People's Commissariat of Food, with the condition that: (1) the price be raised; (2) the money be returned and continue to be returned to the treasury immediately; (3) the Centrosoyuz be given a percentage for commission, but the main consideration should be: to return money to the treasury faster and in greater quantity.
The calculation of how much (millions in gold rubles) needs to be given to Glavtop, and what percentage of petroleum products should be given to Glavtop, should be checked once again with the involvement of Popov and Strumilin.
