To Comrade Fomin,

Chief Engineer G. D. Tsyurupa reports on the outrageous delays in the dispatch of loaded railcars destined for construction projects, specifically those being sent from Moscow to Kashira—and that these delays are being deliberately orchestrated in favor of the Kashira Construction Project, which has been the subject of a series of stringent directives aimed at providing it with every possible form of assistance, with particular emphasis on affording its needs and requirements the utmost attention.

I request that you conduct the most thorough investigation into the egregious instances of railcar delays that have come to light.

The guilty parties must be severely punished. Going forward, you are to issue the strictest orders within your jurisdiction to eliminate all obstacles impeding the shipment of Kashira-bound cargo and to extend every possible form of support and cooperation.

Please inform Comrade Smolyaninov of the measures taken by the 21st.
