Comrade Fomin, Chief Engineer G. D. Tsyurupa reports scandalous facts concerning the detention of loaded freight cars for construction being dispatched from Moscow to Kashira, and that this is being done to Kashirastroi, in regard to which there exists a whole series of the strictest directives in the sense of rendering it every possible assistance and especially attentive treatment to its needs and requirements.

I request that you conduct the most careful investigation of the scandalous facts of detention of freight cars that have taken place.

Strictly punish those responsible. For the future, issue the strictest order throughout your department for the elimination of all obstacles to the dispatch of Kashira cargo and the rendering of every possible assistance.
