Having looked through some of the graphs, I propose:
1) always add absolute figures (thousands or millions) monthly
in ink, in small handwriting, clearly (as in table V, 4).
2) Also
always to the side of the table the pre-war figure (1913 or 1916, etc.) such and such (absolute
figure).
3) The whole value of these graphs is clarity and compar-
ability. Therefore, the tables must be fitted into the same size for
36 months: 1920–1921–1922 (so that there are 36 months 1920–1922 on one table).

+ 4) Instead of sausages { / \ ) lines are sufficient ( / \ ): it is simpler
and clearer and easier to draw and fewer officials.

Can't we dream of: connecting all the graphs with clips
into one (2, 3, if very thick) notebook, so that it is convenient to leaf through.

Regarding Larin, I add to the Politburo decision of January 17:
1. Keep him in London as long as possible.
2. If you believe even one of his figures, we'll kick him out of
service.
3. Take care of his health, treat him better, appoint a responsible doctor.

Engage him in lengthy literary work on German and English materials (if he does not know it,
teach him English).
Items 1, 3 and 4 should be carried out with particular strictness and with particular tact. Point 2—triply strictly.

I ask to put the following proposal to a vote of the Politburo: to immediately send Comrade Kalinin on a tour of the most
grain-producing governorates of Ukraine to collect aid for the starving. To equip his expedition extremely thoroughly
for successful campaigning for collections by means of photographs,
films, demonstrating witnesses who suffered from starving areas, etc. To place responsibility for the practical
businesslike setting of the whole expedition personally
1. on Kalinin on the political side
2. on a specially appointed and approved by the Politburo
comrade practitioner who would be able to actually carry out
and organize this matter properly. Oblige Kalinin with the whole
expedition to leave no later than in 3 days.

ON THE ORGANIZATION OF KEROSENE TRADE
NOTE TO A. D. TSIURUPA

If it is proven that the procurement offices of the Comprod are able, without new
expenses to the treasury, to take and sell kerosene, the matter must be
given (without prejudging the general question) to the Comprod with the condition
(1) to raise the price; (2) to immediately return and continue returning
money to the treasury; (3) to give the Centrosoyuz a percentage for commission,
but the main consideration should be: to return money to the treasury faster and more.
The calculation of how much (millions in gold) needs to be given to the Glavtop, and what percentage of oil products to give
to the Glavtop, should be checked once again with the involvement of Popov and Strumilin.
