It is therefore necessary to make every effort to test it in practice as quickly and widely as possible. All general discussions, theorizing, and debates on the topic of the new economic policy should be relegated to discussion clubs, partly to the press. From the Sovnarkom, the Council of Labor and Defense, and all economic organs, such things must be ruthlessly expelled. All kinds of commissions should be reduced to the absolute minimum, replacing commission work with the requirement for written amendments or counter-proposals from all interested departments within the shortest possible time (1-2 days). The Supreme Economic Commission should be made an organ exclusively for codification and unification of government economic acts, expelling all so-called "commission discussions" as much as possible. The Supreme Economic Commission should accelerate, not slow down, the overall pace of work.
From all People's Commissars, the Politburo demands the utmost speed, energy, and the elimination of bureaucracy and red tape in the practical testing of the new economic policy; the Politburo demands that as many responsible persons as possible be placed on a bonus system for speed and increased volume of production and trade, both internal and external. This demand applies first and foremost to the People's Commissariat for Foreign Trade, then to the State Bank (especially its trading department), Centrosouz, and the Supreme Council of the National Economy.
After adoption by the Politburo, this should be announced under signature to all members of the collegia of all People's Commissariats and all members of the Presidium of the VTsIK*.
