Cargo continues to arrive at our customs offices without proper specifications, often even lacking
clear indication of the consignee—the customer. The Commissariat for Foreign Trade’s directive that each shipment be accompanied by packing lists detailing the goods’ nomenclature is consistently ignored. Packaging is frequently so poor that cargo arrives in a completely ruined state. Despite the integrity of the seals on the railcars, thefts are discovered—evidently occurring during loading. I demand that resolute measures be taken to put an end to this outrageous and contemptuous conduct. I order that Telegram No. 1 from Lezhava, dated December 21, be implemented to the letter. Please promptly telegraph to the Commissariat for Foreign Trade a detailed report on the implementation of this directive, along with a list of individuals personally responsible for shipments made without specifications or packing lists, for substandard packaging, and for thefts occurring during loading, transshipment, and transit to our customs offices—sending a copy to me as well.
