To the Orgburo, copy: to Trotsky (regarding Trotsky's proposal to publish a brochure2 characterizing] the state of the Soviet economy)1*

I consider the plan of t. Trotsky's plan is extremely important and successful. I would think that from the Gosplan it would be necessary to involve, at least in the preliminary work, Vol. Krzhizhanovsky and t. Strumilin. In the brochure by t. Krzhizhanovsky3 , distributed at the congress, contains an answer to some of the questions outlined by Trotsky.

1On January 4, 1922, Lenin dictated the letter by telephone to the Secretary of the Council of People's Commissars, L.A. Fotieva, who printed it on the letterhead of the Chairman of the SNK the same day and sent it to the addressees. On the letter received in the Orgbureau of the Central Committee of the RCP(b), V.M.Molotov inscribed: "Urgently. Agitprop. It is necessary to prepare for the Org Byuro - preliminary conspire. V.Molotov. 4/1".

The issue was discussed in the Orgburo on January 6, the deputy head of the agitprop of the Central Committee of the RCP(b), Y.A.Yakovlev, reported, and at his suggestion the plan of the brochure and the authors of the chapters were approved: the introductory article was to be written by L.B.Kamenev, agriculture by V.A.Karpinsky, food by A.B.Khalatov, fuel, coal, firewood - G.I.Krumin and P.M.Shokh, transportation - V.V.Fomin, industry - V.N.Sarabyanov, new economic policy - Krumin, transition to a fixed budget - G.Ya.Sokolnikov, electrification as a way out of the economic deadlock - G.M.Krzhizhanovsky. The editorial board was approved in the composition of Krzhizhanovsky, Sarabianov, L.G.Shapiro, Krumin and Yakovlev. The authors were obliged to submit manuscripts of the chapters within two weeks (see: RCCHIDNI, f. 17, op. 112, d. 270, l. 5).

2L.D.Trotsky on January 4, 1922 in a letter to V.M.Molotov in the Orgbureau of the Central Committee of the RCP(b) (copy to V.I.Lenin) noted "the extreme confusion of notions about the new economic policy - not so much about its principal side as about its actual content" among the military, so he suggested "to publish a popular and at the same time quite serious brochure, which would characterize the actual state of the Soviet economy" (ibid., p. 68).
