MEMORANDUM TO THE SMALL SOVNARKOM
To the Small Council:
In § 1, Point 8: Strike out Gosplan *.
The task assigned to Gosplan is to deliberate and formulate its position in a special manner, after having consulted with Gosplan.
18/VI [1921] Lenin
On June 16, 1921, at a meeting of the Small Council of People’s Commissars, the report of Deputy People’s Commissar for Finance A. O. Alsky on monetary reform was discussed. A detailed resolution was adopted in response to the report. While signing the minutes on this matter, V. I. Lenin made the following remark: “Exclude Gosplan from Point 8. — Lenin.” Apparently, around the same time, Lenin also drafted and published the memorandum now presented to the Small Sovnarkom.
However, Gosplan is not mentioned in Point 8. It is clear that the reference pertains to Point 7 of the resolution, which states: “Propose that the People’s Commissariat for Finance, in conjunction with Gosplan, develop the question of the economic foundations of the general state budget—both the monetary and the material aspects—and submit monthly reports to the Sovnarkom on budgetary reform” (Central Party Archive of the Institute of Marxism–Leninism under the Central Committee of the Communist Party of the Soviet Union).
