1 Written on a letter from G. V. Chicherin to V. M. Molotov, dated 15 October 1921, expressing his positive stance toward the appointment of Ya. Z. Surits as a member of the Turkestan Commission.
On the envelope of Chicherin’s letter, Vladimir Ilyich had inscribed: “To the Secretariat of the Central Committee of the RCP, Comrade Molotov; and if he has already taken leave, then to Comrade Mikhailov (from Lenin). (Receipt on the envelope.)” A receipt from Molotov dated 17 October is attached.
V. M. Mikhailov had been a party member since 1915. Following the Tenth Party Congress, he served as Secretary of the Central Committee of the RCP(b).
