Assemble a commission comprising: 1) representatives from the Central Committee of the RCP(b) or the Comintern;
2) representatives from the Supreme Council of National Economy;
3) representatives from the All‑Union Central Council of Trade Unions, tasked with formulating a response.
Should we agree to this proposal, then proceed with utmost caution, under the most stringent conditions.

1 This document was drafted in response to a letter from the Soviet trade delegation in Sweden, dated May 30, 1921, which conveyed the request of a group of Swedish worker–communists for the Soviet government to place orders with them for the production of various metal goods. These orders were to be fulfilled in workshops managed by the workers themselves. The letter from the Soviet trade delegation was discussed at a meeting of the commission composed of representatives from the Central Committee of the RCP(b), the Supreme Council of National Economy, and the All‑Union Central Council of Trade Unions, held within the People’s Commissariat for Foreign Trade. In the material submitted by V. A. Smolyaninov to V. I. Lenin in July 1921, the complexity of resolving this issue was underscored.
