By the time of the Eighth Congress of Soviets, Ivanov, a member of the Caucasus Soviet Labor Army, had been brought to Moscow along with materials—accompanied by a covering letter from Beloborodov—detailing the riches and concessions of the South-Eastern Region (the Sal’sk Steppes, mountain resources, and the like), addressed to the Council of Labour and Defence (a document comprising 50–60 typewritten pages). Among other matters, these materials focused on the beet-sugar industry, which was to be integrated with sheep and cattle farming in the Sal’sk Steppes.

I must ascertain the views of Rykov and Lomov and obtain this information for myself.
