1 On April 20, the STO, based on the report of II. P. Bryukhanov and S. V. Malyshev, considered the issue of the decree of the Turkestan Commission regarding the disbandment of the expedition of S. V. Malyshev, which conducted trade operations in Khiva from the end of 1919 to 1921.

The Council of Labor and Defense, intending to use the entire staff of the expedition to conduct barter operations on the Volga, Kama, and Belaya rivers, proposed to the Turkestan Commission of the Council of People's Commissars that the entire staff of the expedition and inventory be sent to the disposal of the People's Commissariat of Food, and that the proposals submitted on this issue by Malyshev be discussed at the next meeting of the STO after the People's Commissariat of Food has reached an agreement with the interested departments.

The essence of Malyshev's proposals boiled down to providing mobile
points barges with equipment for barter auctions, and among them
mobile agitation and cultural forces.

On the note with Malyshev's proposals there is the consent of Glavvod to provide the expedition with four vessels and one towing steamer, and the consent of Glavpolitprosvet to take over the servicing of barter
points with cultural forces.

The expedition of mobile barter shops was supposed to by the end of navigation procure 5 million poods of grain, under the direct supervision of the People's Commissariat of Food.
