Written at the top of the letter to V. I. Lenin dated August 27, 1921, signed by A. O. Al’sky, N. N. Krestinsky, O. Yu. Shmidt, and N. A. Bash.
The letter reported that nearly all the provisions of the June 29, 1921, decree of the Council of Labor and Defense regarding the recognition of the work of the State Treasury—
(the State Repository under the People’s Commissariat of Finance)—as a particularly critical task, as well as the requirement that all institutions and people’s commissariats comply with the State Treasury’s directives without delay, had remained unfulfilled. As a result, the process of bringing the assets into a condition suitable for realization was being unduly delayed.
The meeting on the State Treasury was held on September 8, and on September 14, Al’sky and Bash’s report was heard at a session of the Council of Labor and Defense.
