1. I agree. We will submit it to the Politicalbureau today. I would only ask to elaborate on the addition: "to instruct a small c|ommission: Lezhava, Khinchuk, Frumkin-|-?? to immediately elaborate a plan for covering this sum (100) with a special export
fund, raw materials, timber, etc., and to implement this coverage strictly, with weekly reports.

1 Lenin has in mind the following resolution of the commission consisting of A. M. Lezhava, L. M. Khinchuk, P. L. Voikov and M. I. Frumkin on the purchase of grain abroad in connection with the famine: "To recognize the necessity of purchasing on foreign markets grain in the amount of 30 to 50 million poods, depending on the final results of this year's harvest.
To proceed with the purchase of this grain immediately. The purchase must be carried out at an accelerated pace, however, so as not to violate the interests of the RSFSR in terms of increasing prices, freight, etc., and also with the calculation that
l/s of this grain will arrive before the closing of navigation,
and the remaining а/8 after the opening of the next navigation.
A credit in the amount of 100 million rubles for the purchase of this grain must be opened independently of previously allocated credits for any import operations.
In urgent order, allocate currency for the purchase of
10 million poods of grain.
The People's Commissariat for Foreign Trade must instruct Tsentrosoyuz to purchase grain on the Manchurian market.
