1 M. I. — M. I. Ulyanova — from 1917 to 1929 — a member of the editorial board and the responsible secretary of the newspaper “Pravda.”
2 The draft “Order from the STO (Council of Labor and Defense) to Local Soviet Institutions” was written by V. I. Lenin (see Complete Collected Works, Volume 43, pp. 266–291). On May 20, 1921, at a meeting of the STO, the draft “Order” was submitted, along with the draft resolution of the STO “On Local Economic Conferences, on Accountability, and on the Administration of the STO’s Order” (see ibid., pp. 264–265), for consideration by a special commission. In view of the urgent need to discuss the draft “Order,” the STO Commission issued it as a separate pamphlet. Members of the Presidium of Gosplan were enlisted to assist in the editing of both the “Order” and the STO resolution drafts.
