8 The treaty in question was concluded in Kutaisi on March 15-18, 1921, between the Georgian Revkom and representatives of the Menshevik government of Georgia. A. Eliava was a representative of the governments of the RSFSR and presided over the conclusion of this treaty. The essence of the treaty between the Georgian Revkom and the Menshevik government was that the Mensheviks surrendered a part of Guria without a fight, i.e., approximately 7/8 of Georgia. (The remaining areas of Georgia were occupied by the insurgent forces of the Revkom.) On the day the treaty was concluded, a portion of the revolutionary-minded troops of the Menshevik government went over to the side of the Revkom. By joint efforts, Turkish troops were driven out of the territory of Batum and Adjara. Following this, the Menshevik government fled to Constantinople.
9 In 1921, concession agreements for the Chiatura mines were not concluded. After the establishment of Soviet power in Transcaucasia, the manganese plants [not mines] were transferred on special terms to the "Chiamo" association, which included both foreign and Russian former owners. The association received the right to extract and process ore, as well as to export it abroad. In 1925, Chiamo was liquidated, and the Chiatura mines were leased to Harriman under concession.

I request that you study the enclosed draft of the general provisions for a concession to the West-European workers' cooperative for the processing of food raw materials in Siberia, and the explanatory note to it, drawn up by S. M. Glikin, and, in agreement with the Supreme Council of National Economy and the People's Commissariat for Food, submit to the Council of Labor and Defense for its meeting on April 22 a report on the substance of this project.
