1 The directive was written on an excerpt (paragraphs 2 and 5) of the draft resolution of the Council of Labor and Defense concerning the intensification of the work of the People’s Commissariat for Land Affairs.
Paragraph 2 of the Commission’s draft on the expropriation of property from military institutions proposed exploring ways to provide the People’s Commissariat for Land Affairs with all necessary supplies “from among those assets suitable for use in agriculture.” Paragraph 5 of the draft outlined the tasks assigned to the People’s Commissariat for Food Supply in organizing the uninterrupted, high‑intensity provision of food to the employees of the People’s Commissariat for Land Affairs. On February 9, 1921, the draft resolution on the intensification of the work of the People’s Commissariat for Land Affairs was approved by the Council of Labor and Defense, with certain amendments.
