By telephone to Comrade Rykov.
21 VI [1921]
Comrade Rykov! I received papers from Serebrovsky (agreement with "Sosnsfors," other foreign trade agreements, etc.).
It is necessary to study them. How to proceed? I think to entrust the study to a troika (by tomorrow):
Bryukhanov 1 (with the right to replace him with Frumkin), Lezhava
(with replacement by Voikov) and Hinchuk.
Your agreement.
I want to give them an order today, as Chairman of the Council of People's Commissars,
so that they study and give a conclusion by tomorrow to the Council of Labor and Defense.
Lenin.

1 Bryukhanov N. P. — was
Deputy People's Commissar of Food.

2 The question of agreements with foreign intermediary firms was
transferred from the agenda of the Council of Labor and Defense on June 22 to the agenda of the following meeting on June 24 and resolved at the same time.
A special commission composed of N. P.
Bryukhanov, A. M. Lezhava, and M. I. Frumkin was instructed to make
amendments to the draft agreements concluded by Serebrovsky with foreign
trading firms.
