The estate of the late Baron Lichtenberg in Tambov Governorate and its surrounding districts comprised over 3,000 dessiatins of land, of which roughly 1,000 were devoted to state farms.
Of the state farms, only 4,000 dessiatins had been cultivated—out of a total of 44,000.
They piled up manure. They fertilize. There is no sun. Once, they provided firewood for transport.
They promise (supplies), but fail to deliver…

The situation in Tambov Governorate was particularly alarming, as Antonov’s gangs had taken root there. What made matters worse was that banditry in Tambov Governorate severely impeded the delivery of grain from the South-Eastern Railway to the central regions.
On February 14, in connection with the early termination of requisitioning in Tambov Governorate, the Secretary of the Tambov Governorate Committee, II. M. Nemtsev, was summoned to report to Lenin. That same evening, Lenin received a delegation of peasants from Tambov Governorate, whose discussions with him are reflected in the notes printed above.
