Appeals against the decisions of the Commission on the Use of Resources in the Council of Labour and Defence were rare—likely fewer than 1%.
The State Planning Committee seeks the dissolution of the Commission on the Use of Resources (a move endorsed by the relevant People’s Commissariats, which hope for a state of unaccountability), rather than its complete transfer to the State Planning Committee. Should the Commission be fully transferred to the State Planning Committee, the only remaining objection would be Section 2, plus the following: a portion of the People’s Commissariat of Finance—namely, the allocation of monetary funds and related matters—should be reassigned to the State Planning Committee.
(Currently, the Commission on the Use of Resources employs roughly 500 staff; the approved staffing level is 800, a figure that would remain unchanged upon transfer to the People’s Commissariat of Finance.) (The staffing structure has been designed in such a way that reductions are virtually impossible.)
(In general, the Financial Commission delivered a positive assessment—in other words, it supported this plan.)
