Draft Resolution for Consideration
The commission’s deadline is a maximum of one month—preferably three weeks.
The deadline shall be calculated from the date of return to Moscow. The commission’s tasks are as follows:
1) On-site inspection to determine the extent of work completed (with regard to the construction of Algembay), with particular emphasis on identifying how much of the materials has already been utilized for the finished section of the line, and how much remains in excess of that amount.
2) The commission must ascertain the actual capabilities for safeguarding materials and for their safe return should construction of Algembay be discontinued.
3) The commission must investigate the conditions—specifically in terms of material consumption and other related factors—for transitioning the Algembay construction project from high‑intensity, priority-driven operations to standard, routine work.
4) The commission must clarify the overall working conditions, and in particular the terms for utilizing the materials already on site, provided that work continues without the laying of rails.
