has been delivered to the site; where it is located; the conditions for storing these materials and all transported items; the concrete conditions and possibilities for transporting this material, rails, and everything else back without losses, without theft, or with minimal losses; the scale of possible and probable losses; This [factual] thorough on-site verification, precisely checked, of the actual state of affairs is the most important task.
