I suspect a small military maneuver on the part of Osinsky and Bogdanov, who are bringing before the Council of Labor and Defense today, in my absence, the question of rescinding the decision of the Council of Labor and Defense concerning the holding accountable of persons guilty of delay in the manufacture of Fowler ploughs[129]. I request that attention be paid to this matter and that pressure be exerted against the rescinding of the Council of Labor and Defense decision. There is no doubt that those guilty of delay are present here, and from the standpoint of principle it is necessary not to leave such matters within the bounds of bureaucratic institutions, but to bring them before public trial, not so much for the sake of strict punishment (perhaps a reprimand will suffice), but for the sake of public disclosure and the destruction of the universal conviction in the impunity of the guilty*.
