I request that you coordinate with the People’s Commissariat for Foreign Trade, the People’s Commissariat for Education, and Comrade Tsyperovich regarding the transfer of the Petrograd Porcelain Factory (formerly Imperial) and the Gemstone Factory to the VSNKh under the jurisdiction of the Petrosovnarkhoz, while assigning an exclusively export-oriented character to production—such that oversight of the artistic aspects of production remains with the People’s Commissariat for Education, while quality control over manufactured goods is entrusted to the People’s Commissariat for Foreign Trade.

TO THE DRAFT RESOLUTION OF THE SOVNARKOM

ON THE ORGANIZATION OF COMMODITY EXCHANGE

BY CENTROSOUZ

1) Schedule the following report for delivery in one month.

2) Through the designated representative of the Central Statistical Administration, verify both the format of the reporting forms and the accuracy of their distribution to local authorities—as well as the proper fulfillment of local reporting obligations.

Deadline: one week.

3) Instruct Centrosouz to submit to the Sovnarkom a series of resolutions aimed at more vigorously combating anarchic commodity exchange.

Deadline: one week.

4) With regard to the issue of equivalents, grant Centrosouz and its local branches—from rural commodity exchange centers onward—greater freedom in their operations, and introduce into the system substantial bonuses for swift turnover and for the scale of transactions.

Deadline for submission to the Small Sovnarkom: one week.
