Regarding your No. 672
In view of the extremely difficult food situation in the
center, I suggest: three-quarters should be taken here, one-quarter left
to the cities and workers of Ukraine; the peasants, however, should be compensated
at all costs as much as possible; if we have nothing, then buy abroad with gold or oil. If you do not agree
with this, propose another concession to the peasants, but remember
that we have a desperate and directly dangerous food crisis.
