The Gubernatorial Statistical Bureaus are hereby tasked, in a shock effort,
within a definite period, to process the materials of the 1920 census for the
purpose of ascertaining the class composition of the population of the
republics, grouping the population according to production and professional
characteristics, researching agricultural production by its scale, types, and
forms, establishing the geography of industry and grouping enterprises by types,
forms, and organizational characteristics, researching public education, and
organizing other works. The processing programs have been established by the
Central Statistical Directorate, reviewed by the 3rd All-Russian Conference with
the participation of representatives of statistical organizations of all federated
republics, and reviewed by the Council for Statistical Affairs.
The census materials are necessary for the republics for the purpose of
**planned** organization of both production and Soviet apparatuses. In view of the
importance and shock nature of the work, it is necessary for the Gubernatorial
Executive Committees and Gubernatorial Revolutionary Committees and all their
departments to render all-round assistance to the Gubernatorial Statistical
Bureaus in supplying them with personnel, mobilizing the necessary forces for
this, ensuring the Gubernatorial Statistical Bureaus have premises, heating,
lighting, provisions, and other conditions necessary for the proper course of
the work. Take under your personal supervision, care, and responsibility the
work of the Gubernatorial Statistical Bureaus, for which purpose demand a report
weekly from the head of the Gubernatorial Statistical Bureau, eliminate all
obstacles hindering the rapid execution of the work, and bring to account all
persons and institutions that do not render assistance to the Gubernatorial
Statistical Bureaus. Inform the Central Statistical Directorate on the first day
of each month about the progress of the work for my report.
