To: People's Commissariat of Foreign Trade; I. I. Radchenko

You have been informed by Kashirstroy that on the steamer "Frida Horn," which is stranded in the ice near Petrograd, there are 110 boxes of insulators for the electric transmission line Kashira-Moscow. Immediately report what measures you have taken to remove these boxes from the steamer and to reship them to Kashira. Furthermore, according to Kashirstroy's report, there are 11,900 insulators located outside Russia, shipped on 7/XI from the Rosenthal factory. Taking into account the incident with the steamer "Frida Horn," it is necessary to be concerned now about a new route for shipping these insulators; and, as the most reliable method, they must be sent by railroad with an escort to Moscow and the insulators delivered under receipt to the Kashirstroy office: Maly Cherkassky, Kalyazin Courtyard, Kashirstroy. Immediately inform Comrade Smolyianninov about the measures taken and the results.547
