## ON BONUSES FOR ENTERPRISES

I propose to the Politburo:

Gold bonuses up to 10,000 rubles for exemplary organization on a commercial basis of a group of enterprises, departments, institutions.

On 17 July, following a report by A. Kiselev "On Accelerating the Transfer of Enterprises and Institutions to Non-Deficit Economic Management," the Politburo of the Central Committee adopted a resolution:

"Instruct Soviet institutions to carry out more energetically measures for the transfer of both individual enterprises and Soviet institutions to non-deficit economic management." Apparently, Lenin's proposal was connected with the decision adopted the day before.

## ON THE ECONOMIC UTILIZATION OF THE ARMY

On the question of the economic utilization of the army.

One cannot forget this for a single moment.

It is necessary to think through, prepare, and work out a systematic plan for such utilization and to carry it out steadfastly.

Two aspects of this question stand out particularly:

1) Current, most urgent economic work (protection and extraction of salt; fuel work, etc.);

2) Work toward the realization of the general state economic plan for a number of years. The electrification plan, calculated for (first priority work) over 10 years, requires 370 million work days. Per year this gives for each person from the army (37:1.6) = 24 work days, i.e., two days a month.

Of course, the conditions of stationing the army, transport to work sites, and so forth and so on will create a host of difficulties, but nevertheless the army can and must (with the help of everyone) render enormous assistance to the cause of electrification. To this great cause the army must be bound—ideologically and organizationally and economically—and work on it systematically.

I request that you raise this question in the Revolutionary Military Council of the Republic, making this letter public. I would be pleased to hear the views of members of the RMC or to have at least brief opinions on this question.
