Add (1) reduction in the number of enterprises fed (receiving grain from
the state)
(2) do not increase grain allocations without special permission
of the Central Committee.
On September 6, 1921, the Politbureau of the Central Committee of the RCP(b) adopted a resolution
on directives to the People's Commissariat of Provisions, which provided for
a reduction, starting from October 1921, in the number of consumers
supplied by the state, and the creation of a grain fund.
This resolution was caused by food difficulties in connection with the poor harvest of 1921 and the need to help the starving.
