1 V. I. Lenin's proposals were approved on December 1, 1921, by the Politburo of the Central Committee of the RCP(b) as directives for the commission created to discuss the question of the CHEKA. They were also reflected in the "Resolution on the CHEKA," adopted by the IX All-Russian Congress of Soviets. The Congress instructed the Presidium of the All-Russian Central Executive Committee to revise the "Statute on the CHEKA and its organs." On February 6, 1922, the Presidium of the All-Russian Central Executive Committee adopted a decree on the abolition of the CHEKA. By the same decree, the State Political Directorate and Political Departments were formed locally under the People's Commissariat of Internal Affairs of the RSFSR, and their tasks and rights were defined (see "Izvestia of the All-Russian Central Executive Committee" No. 30, February 8, 1922).
