1 In his letter to the Politburo of the CC RCP(b), G. V. Chicherin, reporting
that the People's Commissariat of Public Health and the People's Commissariat of Foreign Trade were inquiring about the League of Nations' proposal to transfer medicines and other means of combating epidemics to the People's Commissariat of Public Health, asked the Politburo to decide in principle: whether it was permissible for Soviet bodies to enter into contact with any
commission of the League of Nations, to which the RSFSR did not belong.
On November 17, 1921, the Politburo instructed Chicherin to accept the proposal of the Epidemic Commission of the League of Nations, formulating a statement that
would exclude the interpretation of Soviet Russia's recognition of the League
of Nations as an authoritative international organization.
