To elaborate on the question of studying the composition of responsible communist workers from the standpoint of their suitability for work of various scales and types, at least initially for the city of Moscow and one of the gubernias.

DRAFT DIRECTIVES OF THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(B)

Directives of the Politburo on the question of allocating lands in Ukraine for sugar beet cultivation by factories and of subjecting peasants on lands adjacent to sugar factories to compulsory crop rotation and specific cultivation norms.
1. To carry out this entire reform with the utmost caution, taking no step without practical verification that the matter of beet cultivation is conducted with full assurance of rational farming and the direct interest of the peasant.
2. To allocate to factories 400,000 dessiatines, after verifying whether this figure is truly necessary to ensure the actually established correct large-scale factory farming. To place responsibility on the factories that all land transferred to them will be rationally cultivated and utilized for the factories.
3. To introduce compulsory crop rotation on peasant lands and to subject them to obligatory cultivation norms only in cases where beet cultivation has been practiced on these lands from ancient times.


4. To strictly ensure that the relations of sugar factories to peasants cultivating beets are built on the principles of truly voluntary agreement, within the framework of the obligation of a certain size of beet wedge.
