1) To instruct the Finance Commission to submit, by Tuesday, October 15, a detailed calculation in gold rubles, consolidating all forms of revenue—comprising prodrazvyorstka, fuel taxes, and the like—into a single comprehensive figure.

- To present the calculation in gold rubles, showing how the expenditure budget is allocated across the People’s Commissariats (in absolute terms), comparing these figures with their pre-war counterparts (the five‑ or ten‑year average) and with approximate figures for 1919 and 1920.
2) To submit two alternative scenarios: an emission volume of 240 million gold rubles and one of 300 million gold rubles.
3) To correlate the distribution of shares within the overall budget—both in kind and in monetary terms—with the allocation of food rations under the Council of Labour and Defence’s food plan.
4) To commence the formulation of the budget on the basis of this plan (with the 240‑million‑gold‑ruble scenario incorporating emission financing) without delay.
5) Should the task be assigned to Gosplan? To the Central Statistical Administration? Or to an expanded commission?
6) Deadline: December 20.
7) Might it be possible to publish certain foundational documents of the Finance Commission—particularly the calculation, in terms of commodities, of the pre‑war value of the ruble, and so forth?

1) To instruct the Finance Commission and Gosplan to finalize the calculation of revenues and expenditures on the general principles currently adopted by the Finance Commission, as well as to carry out the comparisons mandated by the Sovnarkom in its resolution of November 5.
