DRAFT RESOLUTION OF THE CENTRAL COMMITTEE OF THE RCP(b)

The Central Committee of the RCP, having discussed Svanidze's telegram to Stalin of 8/V, No. 2031, recognizes that the Georgian comrades are making a most serious political error by not suppressing with an iron hand requisitions, confiscations, thefts, and evictions of foreigners from apartments.

The Central Committee resolves:

1) To instruct the Georgian Revolutionary Committee [Gruzrevkom] to immediately issue a decree strictly prohibiting all such actions under penalty of arrest and trial. A copy of the decree to be sent to the Central Committee.

2) The Georgian Revolutionary Committee must immediately appoint an investigation, first, into the opening of the warehouse of the German-Caucasian Bank and the removal of papers. Arrest the guilty parties. Return the papers. Secondly. The same regarding the goods of the Italian-Caucasian Bank. Thirdly. The same regarding the wagon of manufactured goods seized in Kutaisi.

3) The Georgian Revolutionary Committee, in agreement with the command of the Caucasian Front, shall immediately appoint a pair of the most energetic, militant, and firm Communists, one from the Caucasian Front, one from the Georgian Revolutionary Committee, and this pair is entrusted with overseeing the cessation of requisitions, thefts, confiscations, and evictions of foreigners. The names of those appointed are to be communicated to us by telegraph. The Central Committee places personal responsibility for the implementation of these measures on Makharadze and Gittis. The powers of the pair must be extraordinary, with the right of arrest for the slightest violation. The pair shall telegraph brief summaries here weekly.

DRAFT RESOLUTION OF THE CENTRAL COMMITTEE OF THE RCP(b)

The Central Committee draws the attention of the Georgian comrades to the exceptionally important significance of Georgia and its trade with Italy and Germany for the entire RSFSR, especially in view of the attempts by America and France to disrupt all our trade relations with foreign countries. Negligence in the implementation of this entire directive of the Central Committee will be considered a crime against the Soviet government.
