1. Assign personal responsibility for the implementation of the Council of Labor and Defense’s resolutions concerning Fauler plows to Comrade Martens, Head of the Metals Department of the Supreme Economic Council.
2. Instruct Comrade Martens to submit to the Council of Labor and Defense, within one week, a written proposal outlining a plan for organizing the relevant work and detailing specific measures necessary for its successful execution.
3. Dissolve the Extraordinary Troika, directing it to hand over all pending matters to Comrade Martens within one week and to submit a written report on its activities.
4. Charge the People’s Commissariat of Justice with conducting, within one week, an investigation into the delays, mismanagement, and improper handling of this matter—practices that were evident not only in the Metals Department but, in particular, among the members of the Extraordinary Troika, as well as in other institutions.
The resulting report shall be submitted to the Council of Labor and Defense.
