RESOLUTIONS OF THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b) ON THE ALLOCATION OF THE GOLD FUND
I propose that the Politburo resolve: To instruct the Presidium of the VTsIK:
1) To rescind the Sovnarkom resolution allocating 51.4 million for orders placed with the Armstrong firm.
2) To suspend execution of the 10.9-million-ruble order for tank cars, directing Kursky to conduct a review—within one week—of this expenditure from the standpoint of its compliance with all prior Politburo resolutions pertaining to the gold fund.
3) To task Kursky with carrying out an identical review of all allocations from the gold fund, beginning in August 1921.
4) To instruct Alsky to develop a proper format for specialized reporting on the utilization of the gold fund, as well as for the meticulous examination of each individual expenditure item in light of the decisions of the Politburo (in collaboration with Molotov).
5) To assign Kursky, on the basis of documentary evidence, the task of determining whether implementation of the Armstrong order has already commenced—and if so, what legal implications will arise from the revocation of the Sovnarkom decision and the suspension of execution.
