PROJECT OF DIRECTIVES FROM THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b) CONCERNING THE ALLOCATION OF LAND FOR SUGAR BEET CROPS IN UKRAINE
Directives
The Politburo, in addressing the allocation of land in Ukraine for sugar beet cultivation by industrial enterprises, and the subordination of peasant holdings in the vicinity of sugar factories to compulsory crop rotation and prescribed agricultural practices.

1. Implement this entire reform with the utmost caution, taking no step without first subjecting it to practical verification—ensuring that the cultivation of sugar beets is carried out with full assurance of rational economic management and with the direct, personal stake of the peasantry.

2. Allocate 400,000 desyatins to the factories, carefully assessing whether this figure is indeed necessary to support a truly well‑organized, large-scale factory-based agricultural operation.

Place upon the factories the responsibility that all land transferred to them shall be cultivated rationally and utilized exclusively for factory purposes.

3. Introduce compulsory crop rotation on peasant lands and subject those lands to mandatory agricultural standards only in cases where sugar beet cultivation has long been practiced on such soils.

4. Vigilantly ensure that the relationships between sugar factories and the peasants who cultivate sugar beets are founded on the principles of genuinely voluntary agreement, while still upholding the obligation to plant sugar beets within specified acreage limits.
