§ 1. Devote greater attention to the exploration of appropriate measures, etc.
2–4. The Organizational Bureau, with the participation of Comrade Rudzutak, shall consider these matters as a matter of utmost urgency.
5– Develop and implement, in a Soviet manner.
6– On measures to boost transportation and on strengthening the ties between the Party apparatus and the railway system.
