PROPOSAL TO THE CENTRAL COMMITTEE OF THE RCP(b)
I propose:
1) To resolve the matter—immediately, as of today, July 28—in favor of the Siberian Bureau;
2) To issue a reprimand to the Siberian Bureau for its blatant violation of party discipline, which manifested itself in the fact that the Siberian Bureau failed to submit the texts of the proposals from both other factions simultaneously. The Siberian Bureau was obligated, both formally and well in advance, to request from the Central Committee the texts of the proposals put forward by the two other factions;
3) To promptly solicit, via telegraph from Omsk, concise formulations of the proposals submitted by representatives of both factions;
4) To postpone the Party Conference until August 15;
5) To endeavor to identify a member of the Central Committee who can be dispatched to the conference on August 15.
